IES Assessments for Non-State-Tested Subjects

Challenge 1
One of the most difficult challenges facing school districts and charter schools is how to gather reliable and valid assessment data to measure student growth for grades and content areas not included in statewide assessments and without Common Core State Standards.
IES Solutions
To accommodate this need, we initiated a Community Assessment and Item Banking (CAIB) initiative two years ago. The initiative is a way for districts and charters to collaborate with each other and with ATI in the development and sharing of assessment items and assessments.
• In facilitating the project, ATI is sharing both its technology (e.g., Bank Builder and Assessment Planner) and its expertise in item writing, assessment construction, and item/assessment data analysis with districts.
• All participating school districts and charter schools have access to a continually growing repository of shared, district- and charter-school written, high-quality items and customized assessments in areas not currently addressed on state tests.
• When administered to a sufficient sample of students, CAIB assessments are then analyzed by ATI so that the psychometric properties of the items and assessments can be established.
• The project currently includes a growing number of school districts and charter schools from around Arizona and other states. The CAIB initiative has already produced close to 10,000 items representing a broad range of subjects including social studies, finance, art, music, physical education, career and technical education, and foreign language.
